New laptop battery won't charge

I got a new battery for my HP Pavilion dv4000 because the original is shot- very short time on a charge. With the new one the 'puta reports the battery charge level and ran on the battery but won't charge the battery.

The original battery still functions normally and charges.

Anybody got advice?
