    You remember the stories John use to tell us about the the three chinamen playing Fantan? This guy runs up to them and says, "Hey, the world's coming to an end!" and the first one says, "Well, I best go to the mission and pray," and the second one says, "Well, hell, I'm gonna go and buy me a case of Mezcal and six whores," and the third one says "Well, I'm gonna finish the game."         I don't know about others, but Maryland is still a non-carry state. You have to convince a judge you require a concealed handgun to get a permit to carry, and the average joe almost never gets one. Meanwhile, Baltimore burns.

                The Heller decision has more or less provided the framework for people to sue individual municipalities over firearms restrictions that go past state laws, they just have to actually do it. That's how that works.

                  I guess my argument is The Constitution of this nation says one thing (2nd Amendment) So how are lower levels of Government able to overrule it?

                      Because the constitution guarantees the right to ownership of firearms.

                      Most state govts and localities aren't straight banning ownership, just limiting the ways one can own/posses your gun.
