Couple of things here:

1. As far as I am aware, in most cases you need a college degree in a specific major\majors in order to be a teacher. So we are saying that anyone (white, black, green, yellow) who obtains a college degree cannot necessarily pass a literacy test?

2. Wouldn't you want keep to the people who can't write or use proper grammar from grading our kid's term papers?

3. And finally, somehow a literacy test is racist? If I didn't know better I would think that some people are advancing the notion that intelligence is somehow related to race.
Isn't that in itself racist?

Having looked over some of the example questions for that test, it was not testing literacy. It was testing some fairly complex intricacies of the English language with questions that were, imo, on par with our harder than what I encountered on the GMAT or GRE.
