Unfortunately the detectives couldn't do much for me. He recently sold the wheels but still has the tires and many other sets for sale. I assume they are also stolen.

If you've verified that the guy DID steal YOUR wheels... maybe go "recoup the cost". Just think of it like you gave him a loan. Now you're here to collect, with interest.
