I have to ask the obvious question. Why does the whole panel need to be replaced? Sounds like an electrician trying to "up sell".

Why does the panel "need" to be replaced? ...and, "because it's a federal pacific, zinsco, etc" is not a good answer. If they just want it replaced or it has actual damage, I can understand that, but I've seen tons of people that are scared into replacing a panel that is just fine.
