I got scammed need some help

I bought a mystic roller from a guy a few weeks ago. I paid him all but $500 then he was suppose to get a copy of the title from dmv no his phone isn't working. I tried to get a bonded title but shows a title lien from 2013 I'm pretty sure its payed for but with out a lien release from the title place I cant do anything The guy is or was a member here also 1bad90x or something has a blue 16 5.0 now. his name is Brett aaron wells from frisco his #972 302 5423 he moved the day I bought the car that's why he needed to sell it asap

Can you put a mechanics lien on it and go that route? Or does the first lien still have to be paid?

I don't think there is money owed on the lien you just have to have the release paper.

I have had great luck over the years going to the lien holder in person and getting a release of lien from them. As long as it is not some title loan place that holds it you should be fine.
