I had disabled it a few days ago and it's been acting up. When I try to open the app it closes. I get an error message about the app. I tried removing the updates back to stock. Still doesn't work. Anyone have any ideas? This is on my Note II.

Stock, stock with root, custom rom? What kinda issues? If you disabled it or Google Play Services, it won't work properly.

Try this:
Settings->Application Manager->All tab, scroll to the bottom. If download Manager is disabled, enabled it.
