Doesn't DNA matching require one confirmed DNA to match the 2nd set to in order to identify a person?

You don't think the CIA can find confirmed relatives of Bin Laden? He has a son that's very outspoken against him and one of his half sisters died in Boston a few years ago. His mother is also still alive in Saudi Arabia, if the King wants a DNA sample from her he's going to get it.
