My company has some devices like this that we produce for .gov and .mil contratcs. Beyond that, i can't say anything and even our customers sign a waiver stating they'll deny any knowledge of the device.

Hell, I scan for people that have open bluetooth and just catalog the people that walk by. There isn't anything innately mischievous about talking to a device and asking if it will talk back to you. I don't port scans all the time, saying hello is not illegal.
