They aren't getting MORE nukes. They are replacing older missiles..

They are spending a lot of money they don't have to continue their armed forces modernization but now they have no ability to finance it. Makes me wonder if Russia's modernization is mostly on paper..

My understanding is that those old ones could not be counted on to work anymore. Something about them aging and requiring constant upkeep to still function properly.

My take: They know those things would never hit the U.S. Theyd be made to fall harmlessly out of the sky. But they can point the gun at someone else's head, cause they know we care about that. Some other country they're trying to exploit at the time.
