The Constitution allows a budget process, but tax dollars may only be spent on things the Congress has power over. Such as, the 18 enumerated powers. If you disagree, then explain why they are there and has the 10th amendment to back it up.

I've read the Constitution. What you're missing is that the only laws that can be written are those that abide by the Constitution, thus the 18 enumerated powers. If it's not found in the 18 enumerated powers, the law cannot exist legally, thus it cannot be funded
