Tablet not connecting to public wifi

Got a buddy whose tab will scan for networks and attempt to connect to them, but fails. Any ideas? I've tried the basics such as rebooting, turning off wifi, forgetting the network, etc... But we still can't get it to connect. My phone connects within seconds.
