    And are drunks easier to chase down than the not drunks? Seems like the not drunks would probably drive better but the drunks are doing more stupid shit like driving through fields and stuff so does it balance itself out?

    If you don't, you go on your way. It's not like they are taking stone cold sober people and forcing them to draw blood.....
