I think CS should be non taxed for the earner and taxes pulled from it before given to other parent. But whatever.

Why? It would be taxed income if you were to spend it on your kids directly. What I would like to see, which would never happen, would be where the money is deposited in a seperate account, and a debit card that restricts what the money can be spent on. Obviously not limited to groceries, but perhaps that would keep the frivolous "mommies lifestyle" spending down at least some, and ensure that more is spent for the benefit of the child.
