Id let my dog at it. He fucks up grackles all the time, so im sure this bird won't be an issue.

That's an adult red tail hawk. He is obviouslyinjure if he won't fly off. He needs help. Call the Outdoor learning center in Plano or the Herd Museum in McKinney. Animal control in McKinney can get you in touch with the Herd people after hours.
