The incendiary raids were much, much more destructive in terms of loss of property and life. They were so successful that by the end of summer 1945, the US basically had no more major targets to strike... except of course the few cities that had been earmarked for destruction by atomic bomb.
General LeMay toured several burned-out cities in Japan immediately following the surrender. What struck him most was how many drill presses and other industrial equipment was all that was left standing where neighborhoods used to be.
This is Tokyo in March of 1945.
