    Seriously, severity and illegality are two different things. Going more or less over the speed liimit doesn't make it more or less illegal. They change the severity which in turn is a larger fine or punishment. Something is either legal or illegal, thats it.

    The punishment is generally proportional to the severity of the crime, or the degree of illegality. Cops usually aren't going to enforce the speed limit if you're within 5-10 mph, and they aren't going to kick your door in and arrest you for not using your turn signals.
