This. I read a book that had accounts from North Koreans who had escaped to the South through China. One had grown up in the labor camp and his stories were just terrible. There is (or used to be) a couple of North Korean documentaries on Netflix. Camp 14 was the one that talked about the prison camps, I believe, and I highly recommend it.

If you tell someone "Hey, if you do that, it'll cost you 15 years if you're caught", then you decided to do it because you don't think you'll get caught and end up getting 15 years, are you not the one who decided the punishment was fitting of the crime once you got caught?

North Korea disagrees. They actually have an interesting list of things that will get you a mandatory sentence and it's shorter than ours. Fucking with state propaganda? High on that list.
