    Its not the fact that he hit him hard or soft, it was the act itself. There was no need to even touch him, and on top of that, why did he have to put his shoulder and elbow into the back of sanchez's neck, and head?

    Meh, that happens. The one that deserves a fine is Harrison for hitting Sanchez while he was already slid down on the ground. He knowingly went in and seemed to be looking to elbow the back of Sanchez's head.
