What stops a team and player from doing this on purpose?

Let's say the Spurs have a free agent and they work together to create this same situation on a rival like dallas. They could work together and secretly know he really isn't going to the rival and let the player publicly announce he is. And then leave that rival empty handed.

As much as it pains me to say...Mark Cuban deserves some of this. For years he has chased these prima donnas in free agency and struck out all the while ignoring the players who were loyal to him. Steve Nash, Tyson Chandler, and basically the entire 2011 team come to mind. Its all blowing up in his face as we speak.
