From my personal experience, if they are taught to retract their foreskin, it looks no different than a circumcised penis, with the exception of the skin on the shaft has a bit more play in it, and it doesn't seem to be stretched as tight during erection. When they were flaccid, the foreskin covered more of the head, but they could still pull it back and look virtually uncircumcised.
