 I'm not completely convinced they are going to do anything. If they can convince the prosecutor to attempt a conviction on this guy with all this political pressure... what do you think would cause bigger race riots? The prosecutor deciding not to press charges because there is quite a bit of evidence showing he'd lose.  I understand that, but what me and you both know doesn't mean anything in the court of law. It's a lose-lose situation in a courtroom to attempt and defend someone being under the influence of mind altering substances. You can't win the discussion and you're forced to completely avoid it. Arguing that weed doesn't really make you violent, if anything it makes you complacent or less confrontational etc.. all results in the jury finding your argument to be very weak... and it gets shot all to hell on cross examination - ends up as an embarrassment.  With everything that has come out, who knows. I know from what has all come out, it would be one case that would be hard to get a conviction on.
