    You're proving my point. Just because a bill passes, doesn't make it constitutional. Separate but equal was unconstitutional, so was slavery, returning slaves to slave owners when they had reached freedom, signing any treaty that infringes on the rights of the people of the United States, I can keep going

    10th amendment: The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people.

    Go back and reread what I wrote. I said it WAS constitutional if it is passed in the proscribed manner. Section 7 lays out that manner.
