Does the NY law say you can't own or you can't buy the high cap mags? If it's can't buy them it's not that big of a deal. The previous federal law was you couldn't buy them.

Ammunition magazines would be restricted to seven bullets, from the current 10, and current owners of higher-capacity magazines would have a year to sell them out of state.

It says you cannot buy, and cannot own them in one year. As in, if you still have them 365 days from now, they will come to your door to take them.

Maybe you should take some time and do some research...
