He's what I had to settle with since IMO he was better than the other guy. Who is it that gives Reid his directions? Leader of the party which happens to be the pres. The pres submits a budget proposal then the Senate writs it & votes. Then it's sent to HoR for a vote. The pres can't just sit back & not participate. He is the leader of the party & therefore runs the majority party. Period.

Last I heard it was congress that passed all the bills. The Prez just signs them. So Blame your congressman for the 7 trillion. The Repuks control one and the Dems control the other. So the Repuks could have voted it down and stopped the spending since any bill has to pass BOTH houses. If we weren't in 2 BS wars how much more money would we have and how many more people would still be alive or uninjured? That.s all on W.
