I apologize. The constitution doesn't apply to anyone, and the states can do whatever they please.

Constitution restricts the federal government, and in a few amendments, limits what the states may do in specific instances. Everything else is the state's power unless you go for incorporation which means that no governmental agency at any level has any authority over the 2nd amendment.
