It's not illegal when a citizen does it, it is when a governmental agency does it. You see, that agency has no money but that which is pulled from the taxpayers. When it uses that funding to purchase weapons of war and it's mission is space exploration and muslim outreach, I fail to see how AR's fulfill either of those missions unless "muslim outreach" is a new term for what I did.
