Well, he finally states what the crux of the issue is at the end of the clip. It certainly is plausible, but in the grand scheme, I don't think they let McVeigh blow up a building just because there is an informant there. What would be the end game? There were 3 arrests made, that's not a big dent in any terrorist pipeline.

I don't, however, believe that they "don't have them" if they did exist.
