Because it's also one of the most popular calibers to own? It doesn't seem that their goal is making it safe for self-defense. It looks more like a way to keep kids from shooting themselves and others if they stumble across an unsecured gun.

No. It isn't. Notice how it is the second least prevalent in the common caliber range. (25 and 32 are not common)

The ATF doesn't have data on 40 and 45. Up until this year I want to say I was after 380 with a few odd exceptions.

My question is why the hell would your .22 plinker be "unsecured." in my mind the only gun that needs to be ready to rock and roll is your carry/main home defense weapon which I'd hope isn't a .22.
