    House Republicans are seeking to compel the Obama administration to turn over uncensored, internal documents related to its enforcement of environmental laws at wind farms where eagles and other protected birds have been killed.

    The House Natural Resources Committee issued the subpoena Tuesday as part of a 10-month investigation into the enforcement policies and practices of the U.S. Fish & Wildlife Service and the Justice Department, a news release said.

    Only one wind energy company has been prosecuted for killing eagles and other birds in violation of federal law. Duke Energy pleaded guilty in November to killing eagles and other birds at two Wyoming wind farms and will pay $1 million.

    Yet federal scientists said last year that wind energy facilities have killed at least 67 golden and bald eagles in the last five years, but the figure could be much higher.

    An Associated Press investigation exposed how the Obama administration was failing to enforce the law for wind power, even as it used the same law against oil companies and power companies for drowning and electrocuting birds.

    “There are serious concerns that the Obama Administration is implementing these laws in an arbitrary fashion," said the committee's chairman, Rep. Doc Hastings, R-Wash. "The administration has repeatedly chosen to only prosecute select violations."

    The committee said it is seeking copies of emails and other internal documents that were previously made available in redacted form, as well as documents about specific enforcement cases, internal policies, and regulations the committee had previously requested.

    In December, the Obama administration announced it would allow companies to seek authorization to kill and harm bald and golden eagles for up to 30 years without penalty in an effort to balance some of the environmental trade-offs of green energy.

    The Interior Department rule provides legal protection for the lifespan of wind farms and other projects if companies obtain permits and make efforts to avoid killing protected birds.

    Companies must take additional measures if they kill or injure more eagles than they had estimated they would, or if new information suggests that eagle populations are being affected.

    But conservation groups, such as the National Audubon Society, vowed to challenge the rule, arguing it sanctions the killing of bald and golden eagles.

    “Instead of balancing the need for conservation and renewable energy, Interior wrote the wind industry a blank check,” Audubon President and CEO David Yarnold said at the time. “It’s outrageous that the government is sanctioning the killing of America’s symbol."

    Wind farms are clusters of turbines as tall as 30-story buildings, with spinning rotors as wide as a passenger jet's wingspan. Though the blades appear to move slowly, they can reach speeds of up to 170 mph at the tips, creating tornado-like vortexes.

    According to federal biologists, wind farms in 10 states have killed at least 85 eagles since 1997, with most deaths occurring between 2008 and 2012, as the industry was greatly expanding. Most deaths — 79 — were golden eagles that struck wind turbines. One of the eagles counted in the study was electrocuted by a power line.

    Wind farms in two states, California and Wyoming, were responsible for 58 deaths, followed by facilities in Oregon, New Mexico, Colorado, Washington, Utah, Texas, Maryland and Iowa.

        I feel the eagle is a little more representative than you do. However, it's like the damned weather. If it's hot we bitch, cold we bitch...etc.

        When it comes to energy, someone is always bitching. If coal, it's the air pollution, oil/gas there is a list of gripes, hydro - another list, and air has its own list.

        The government freak bitches and gripes about everything - either don't allow them to put them up in the first place or deal with what happens afterwards.

        I'm not sure how a company can be fined a million dollars for "killing eagles", when they were legally allowed to put them up. I get it if they were out there with shotguns shooting them out of the air, but hell - next thing you know building management companies are going to be fined for all those birds that get kill flying into the windows. Look out if a normal citizen accidentally kills one.

            I gather, I don't even know why the one entity was charged/fined. Before I can even comment about the other eagles that were supposedly killed I want to know how they think the others were killed. Was it birds they couldn't find because of a tracking issue, was it because they found the carcasses.

              Eagles are a protected bird due to their numbers and identity as the nation's emblem. For a citizen to even have an eagle feather is to be hit with years in federal prison, much less if you actually kill one. This selective enforcement to punish those who don't play ball with Obama is just another symptom of a deeper disease.

                You aren't telling me anything I didn't already know. If an eagle runs into a building, did the building owner kill it or are we faced with a situation of a really retarded bird?

                The problem with cronyism and quid pro quo exists in all forms and levels of government. They used to hide it better, now they're just getting sloppy.

                  Do you know how many environmental studies have to be done before you put that tall building up in the flight path of an eagle? Or what you can be fined for injuring it with your building?

                  Criminal penalty

                  The criminal penalty stipulation was increased from a maximum fine of $500 and six months imprisonment to a maximum fine of $5,000 and one year's imprisonment. Furthermore, in the second case of second conviction, the penalty was increased to $10,000 fine and two years imprisonment. The maximum amount of a misdemeanor offense was increased $100,000 under the Criminal Fines and Improvement Act of 1987. In addition, $250,000 will be fined for an individual for a felony conviction. Respectively, $200,000 and $500,000 will be fined in case of an organization for a misdemeanor and felony conviction.[2]
                  Civil penalty

                  The civil penalty provision was added, stating anyone who takes, possess, transports, sells, barters, or purchases any dead or alive Bald or Golden Eagles will be fined $5,000 for each violation. In addition, he or she who violates or disturbs any egg or nest will be fined under the civil penalty act. The act allowed the taking, possession, or transporting of the Bald and Golden Eagles in areas where they were endangering wildlife and livestock

                    I knew it was ridiculous. However, bald eagles aren't endangered anymore and only protected because of the symbolism tied to them.

                      While you guys are both right it's ridiculous... This is a perfect example of why we have so many people in the government getting away with this shit. We get hyped up about the fact that they are only enforcing laws when it's against the people they don't like but their buddies have no repercussions for their actions. Then we all seem to get off track on the idea that the laws are stupid. I'm not saying they aren't ridiculous, just that we are soooooo easily moved off topic and then just give up the battle and move on to the next thing that pisses us off that we will get distracted from.

                            I want there to be a place where shit tons of eagles live undisturbed but if that aint the place, screw those that get ground up in those big ass fans. Or I guess they just fly into them and fall
