Igor Girkin posted it on his vk.com account, which is basically the russian facebook. He's a leader of one of the "rebel" groups or he's a Russian Colonel depending on who you believe. Basically he said that another bird has been downed and that they were warned, then he posted a video and mentioned that it crashed outside of a city and no peaceful people were harmed. Once his underlings reported it was commercial and there were 200+ bodies the post was deleted.
