How often do they have to connect warheads to missles.. Meh.

Not very often, as in almost never. It's not really a wrench either, more like a bolt extraction system. It's a tool that was manufactured specifically for the Peacekeeper missiles which are now retired. However since warheads are so difficult to manufacture we move them from those missiles to the Minuteman system, which is why the tools are needed again.
