I was at a FNRA meeting yesterday, and a committee member claims that the new bill has the following:

• To OC you need to have a CHL
• OC has to be in a holster (no waistband idiots)
• The CHL course will add a portion on "retention" of OC firearm
• Establishment will have to display a new 30.07 sign to ban OC. 30.06 to ban CCW.

I haven't researched to affirm any of that.
