Yes, I'm waiting to see more information here. It's not uncommon for places to charge a diagnostic type fee just to see what's wrong with it. Often, if you decide to do the repair, the fee is just turned into credit towards the repair. If not, the shop is paid for their time. I have no idea if that's what happened though.
