An indictment is meaningless because prosecutors can cherry pick what evidence they want to present to the grand jury typically guaranteeing an indictment. I strongly suspect that even with a stacked deck they weren't able to get an indictment against Trump and they are shiting their pants with fear that someone might find out about it.
