It is going to take a few people moving in darkness and shooting to kill from cover, and then retreating to end the rioting. Also, it looks like whatever was thrown by the vic/aggressor was something weighty in a bag. Not a molotov as some people originally thought. The lights seem to have reflected of the bag, giving it a glow that people mistook for molotov on video.
