2nd on the Sherwin Williams 2 part latex epoxy. No etching necessary, but you have to have a clean clean surface. We use it all the time in our business with no call backs in about 8 years of using it.

Edit: Its very important to know that no matter the type of epoxy or floor paint you use, you are stuck with it for life. You can never recoat because it will not stick over the existing paint. You will have to strip it 1st.
