Toilet not filling with water

i had a toilet that was loose so I had it pulled up and a new flange put in. now the tank wont fill with water. It stays about 2 inches deep. I filled a bucket with water and poured it in but it drains out and goes back to the about 2 inches level.


Any ideas?

Is the flapper not sealing? They are cheap, might start with that. Also, you replaced the wax seal when you put the toilet back in, yes?
