      Yes. It is from a lack of proper paint maintenance. Those valleys are usually not washed, polished and waxed. If paint is never taken care of, this can happen. Also, hard water that builds up in the valleys can etch into the paint causing physical damage to the paintwork and furthermore, underlying sheet metal.
