Difficulty of registering a builders title

Looking to purchase a 71 harley with a builders title. Seems some states is difficult to get one but this bike already has one. What other forms, steps, or info will I need to get it registered to me? Thanks

Out of state or in? If he already has gotten the tittle and the bike has a applied VIN it will be just like changing a normal title. My dad use to get builders titles his street rods. No biggie. Just make sure everything matches up. Out of state will need a green inspection sheet.
