It's used to take people's attention away from tensing the arm that you are trying to gain control of to handcuff. After a distraction strike, they forget about the resistance and you can gain control.

if it's the officer, he wasn't necessarily being racist, he might just be looking for a power play against the guy recording to try and cover up the fact that this guy just recorded him punching this lady which IMO is a bigger deal than being racist.

That was a pretty decent sized woman. It looks excessive, but there is no telling what she was about to do, and she certainly wasn't just going with whatever they were telling her. Only thing that makes me think it isn't on the up and up is what happened after with the guy threatening the vet.
