Reports on the GT500 is that this pass was made with CAI, pulley, exhaust and a tune, basic weight savings like the spare removed/back seat removed. It ran a 10.10 with just the CAI/pulley/tune/exhaust and for giggles they wanted to pull out a lil weight just to see if they could get it to run 9's with the normal basic mods.

Pulley & tune = 24lbs boost

On a second note both the ZL1 and Cobra are badass cars but the ZL1 has a 1.9 TVS with 9lbs boost and the Cobra has a 2.3 TVS with 15lbs boost factory settings.
