The wheels aren't attached, just held on by gravity.

The car sets on the truck which sets on the wheels. You can see the king pins in one of the pics and where it corresponds with a carrier on the truck. Then the oversized area on the end of the axle rides in the slots on the trucks, a little grease, a few thrust bearings and you're in business.
