What is going on with all the braided hoses and the intake through the hood?

I'm guessing the hoses are for a homemade wet kit, and his cold air kit said "fuck the fender, I'm going for the hood." I kind of dig it, except for the lack of a filter, and may as well put a scoop on it for a real ram air, being that aesthetics aren't a concern obviously.
