Figured it was the belly cut out to allow the owner to reach in the bed of the truck. His belly would not allow him to get close enough his arms would reach in.

The kid that got out of it looked to be maybe 23 and rail thin. This was in HD parking lot. No signs of mounting holes in the bed for any sort of equipment. I was really at a loss so I figure it's like some quick access for his dirt bike or something.
