It was near a local restaurant/bar area, and he tried to get the managers to look through the tapes of their security footage to see if he was a patron of any of those places, but no one really seemed to want to help, or they said unless something is saved, they just record-over themselves every 24-48 hours.

SC values are finally starting to get weird and stupid like the rest of the 911 range. For the longest time they were the cheap, moderately reliable, sensible pick of 911s.
That said, that's not a $21k car. Yes, the rebuilt motor is nice to have, but the 3.0L is one of the cheaper 911 motors to rebuild and the rest of the car looks to have some needs. The exhaust is a perfect example of that: the new motor and transmission are great, but he cut corners putting it all back in.
Also, his claim that an SC restored to "this level" go for $30k is a little dubious. A perfectly restored SC would struggle to hit $30k. The market for SCs is in drivers, not restored cars. $18k wouldn't be unreasonable for that car, $15k would be a good deal. He won't let it go for $15k given what he spent on the rebuild, though.
