If they don't since I just put refuse to sign across the signature part, since my county hates class C arrests (the judge also hates when people refuse to sign, so really you are hurting yourself). I wouldn't let the guy get back to his car though, that is common sense out there.

Every officer that I have ever received a ticket from has explained that exactly the same way, which is how I know that. Hopefully this cop does too normally, but just didn't get the chance because the guy was so fast to say he wasn't going to sign it.
