Ok her case is pretty extreme. But I'd say nationally and in any big city USA, dealing with people who are under the influence of narcotics is a very common occurrence. Unfortunately, many of those people are also mentally ill which makes matters even worse. I was a jailer for a couple of years and believe me I saw my fair share.
