He most likely didn't ID himself as a cop because he was off duty and didn't think the guy was going to try and kill him once he was unconscious

As for a CHL holder, after dipshit hit his head on the concrete the first time, I would have fired as soon as he touched him again. Just my take on it.

Not necessarily. I got sucker punched by a guy and two of his friends when I came out of the bathroom at a club once because I knocked on the door while he was in there before me. Luckily I didn't get knocked out or to my back and the bouncers stopped it before anything serious happened.
