Hint: The force from the bucket is transferred up the rope to the pulley and back down to the table. The force of the bucket is inline with gravity, while the force from the pulley is divided, being at an angle. Part of the force is inline with gravity, while the other part is cancelled by the force from the opposite bucket.class joke

Start with a Free Body Diagram. Since it's static the sum of all forces must equal zero. There's some "ΣFb≥Fw" crap you can throw in here too, but I'm not going that far.

The equation I got was Mb = mass of bucket , Mt = mass of table, Θ = angle of pulley.
2Mb(1 + cos(Θ)) = Mt
The mass of the table can't be any higher than six times the mass of the bucket for an angle approaching zero.class joke
